You can start a job search at any time, sure, but there are peak times when companies are trying to hire new people that are considered the best time to look for a job. Why? Because of the abundance of job openings during these times you are more likely to find a job that you like and want, thus making it the best time to look for a job.
Cutting to the chase: when is the best time to look for a new job?
Late January and February tend to be the best time to look for a new job because this is when most companies ramp up their hiring.
During the holidays places often slow down, people take vacation and hiring is not a priority. Once companies are back into full swing by the third week of January they are looking towards the year ahead and ready to hire people with their fresh new budgets (psst new budgets = great time to negotiate for a higher salary too).
Another reason this is the best time to look for a new job is because people don't take a lot of vacation during January and February, which means decision makers are in the office. What does that mean for you? The interview process is likely to go a lot more quickly since they aren't waiting on anyone, and you can get a job offer much faster!
So while yes, you can look for a job anytime during the year and there are pros and cons to other months as well, January and February are notoriously the best time for job seekers as companies are eagerly hiring.
